This announcement will be used to fill positions with an entry grade of GS-07, or GS-09, GS-11 with a target grade of GS-12.
We may make selections at the 7, 9, 11 and or 12 levels.
Duties
Executes project studies which include gathering, assembling, correlating, determining facts and analysis in order to make projections, draw conclusions, and recommend solutions.
Recommends new or modification of current policies, procedures, and techniques to improve the cost effectiveness of operations, ensure data reliability and integrity, increase productivity, decrease errors, and/or improve customer satisfaction.
Develop and conduct training for the Army primarily for the Financial Management community.
Prepare reports, findings, recommendations or conclusions for formal instruction to the Army end users to further develop their understanding of using the system.
Advises management in strategic planning and decision-making process with the goal of optimizing scarce resources to meet customer requirements, reducing rework, determining operational capacity, and increasing quality.
Requirements
- Must be a U.S.Citizen.
- This is a national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Department of the Army DA Civilians must successfully complete all mandatory Civilian Education System CES courses which may require travel.
- Obtain and maintain FM Certification.
- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.
Specialized Experience:
For the GS-07, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service.
Specialized experience is defined as experience with applying applying financial laws, principles, systems, policies, methods, and practices to provide instruction to the General Fund Enterprise Business System (GFEBS) or Systems, Applications, and Products in Data Processing (SAP) end users; gathering data from financial systems; and researching financial policies and laws to resolve common financial issues.
For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service.
Specialized experience is defined as experience researching and interpreting financial regulations, policies and laws to provide substantive recommendations, advice and instruction to the General Fund Enterprise Business System (GFEBS) or Systems, Applications, and Products in Data Processing (SAP) end users; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; and researching and interpreting financial policies and laws to resolve financial issues.
For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service.
Specialized experience is defined as experience with analyzing financial and accounting operations to recommend process improvements; analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems and recommending changes to training material for the General Fund Enterprise Business System (GFEBS) or Systems, Applications, and Products in Data Processing (SAP) end users.
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.
Specialized experience is defined as experience with analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems and recommending changes to senior leadership. Also, incorporating and presenting changes to training material for the General Fund Enterprise Business System (GFEBS) end users.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of the competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education
Substitution of education for the specialized experience requirement at the GS-07 grade level (2- grade): Bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements). Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL (2 grade): Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.
Education may not be substituted for specialized experience at the GS-12 grade level.
