The primary purpose of this position is: To serve as a technical authority/lead project facilitator across the command for the installation Continuous Process Improvement (CPI) initiative. Advises management and colleagues on difficult problems, conducts special studies, and proposes options and alternatives representing the command.

Duties

Serves as the recognized technical advisor to the installations across the component/command in Continuous Process Improvement (CPI). Directs, coordinates, and oversees project/study work. Serves as a trainer for introductory methods/tools, also known as "Green Belt" (GB) courses. Represents the command at higher levels within the command.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • PCS expenses will NOT be paid IAW JTR and Air Force Regulations
  • This posn is subject to provisions of the DoD Priority Placement Program
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • Position may be subject to random drug testing
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Certification as a CPI/LSS Black Belt/Green Belt or ability to obtain certification within twelve months is desired.

Qualifications

This is a GG-0343-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-0343-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the 12 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. *** Salary ranges includes local market supplements *** In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: applying quantitative and qualitative strategic development and CPI process methods and techniques to issues or studies concerning the productivity and effectiveness of programs; knowledge to plan, schedule, conduct, and facilitate projects and studies to evaluate and recommend ways to improve the productivity or work operations in a program or support setting; and knowledge in adapting analytical techniques and evaluation criteria to measurement and improvement of strategic program effectiveness and/or organizational productivity. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of command organizational structure and its supporting elements and programs, missions, policies, goals, and philosophies. Knowledge of effective training principles, techniques, and tools required to design, develop, instruct, evaluate, improve, and conduct training/course content Knowledge of process improvement techniques such as Lean Six Sigma, benchmarking, metric/statistical analysis, and process flow charting. Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI. Skill to develop innovative and feasible solutions to complex issues in which the boundaries are broad and difficult to determine in advance. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons to present and recommend solutions in a logical, cohesive format. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
