The primary purpose of this position is to serve as a command headquarters level senior management analyst to provide oversight and analytical skills to support Air Combat Command's (ACC) wartime and expeditionary organizational planning process.
Duties
Studies the structure and/or functions of organizations with extremely interrelated work processes and functions and accurately advises or proposes solutions to HAF, MAJCOM Directors, NAF and Wing level Commanders to improve organization proposals to maximize mission accomplishment and resources utilization.
Designs, plans, and conducts work measurement, methods and procedures, and manpower requirements utilization; reviews and implements changes to AEF and in-garrison HAF, MAJCOM, C-NAF, and Wing organization and resource controls/programs, and/or benchmarking studies of complex, Interrelated substantive work processes or functions.
Develops ACC organizational policy and proposals for new organizations, changes to existing structures, and requests for specific studies/data based on DoD, HAF, and ACC manpower policies and programs. Serves as expeditionary organizational functional authority for HQ ACC and its units worldwide, to include component support to five combatant commands (CENTCOM, CYBERCOM, NORTHCOM, SOUTHCOM, SPACECOM) as designated by AF component.
Designs, plans and conducts management surveys and research projects, providing advisory services of a wide variety on substantive issues with extensive scope, complexity, and impact, assessing the overall effectiveness of program operations from HAF and other MAJCOMS.
Initiates, publishes and maintains documentation and databases associated with ACC's organization structure codes (OSCs) and Personnel Accounting System (PAS) codes, ensuring data bases comply with DoD, HAF and ACC guidance.

- Required to obtain and maintain an SECRET security clearance
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as Space Situational Awareness & Command and Control; Space Protection; Space Intelligence, Surveillance & Reconnaissance; Missile Warning/Defense; MILSATCOM; Space Position, Navigation & Timing; Space Testing, Training, Tactics & Exercises; Space Launch, Ranges & AF Satellite Control Network Operations; Cyber Integration; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Warfare and associated mission and flight operations, tactical space lift, tactical training, deployment, mobilization, PPBE, acquisition, special operations, exercise, training systems, foreign military sales, contingency, or similar operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and skill in the application of management engineering principles, concepts and methodologies. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs and organizational structures for conducting major operations such as war and associated mission and flight operations, tactical airlift, mobilization; deployment, exercise, foreign military sales, acquisition, weapon system/training device upgrade/modification, special operations, rescue, or similar expeditionary and wartime operations.
2. Knowledge of program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military expeditionary and wartime operations and organizations. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning mission efficiency and effectiveness of operations to devise organizational structuring options for complex and diverse expeditionary and wartime organizations.
3. Knowledge of computer principles, capabilities, techniques and extensive knowledge of available utility software and other data systems is necessary in effecting system interface and/or creating products utilizing other data system capabilities is imperative in creation of products.
4. Skill in conducting interviews with supervisors, employees and joint partners to obtain information about organizational missions, function, and work procedures. Skill in designing and conducting comprehensive studies and preparing strategic, tactical and operational solutions to especially broad, important, and severe military operational and contingency areas.
5. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS OF EMPLOYMENT
This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
