You will serve as a MANAGEMENT & PROGRAM ANALYST of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.
Duties
You will provide dedicated and centralized support to program budgets for critical programs, including facilities, office supplies and equipment, vehicles, accountable property, communications services and devices, travel, etc.
You will ensure funding is executed and that available funds will be expended to meet office goals/objectives.
You will order all supplies and services, reconciles expenditures, and tracks major equipment purchases through appropriate databases.
You will serve as the timekeeper with the responsibility of ensuring accuracy of time and attendance records.
You will serve as a training coordinator ensuring all quarterly training, range qualifications, and physical fitness assessments are updated in the appropriate systems.
You will prepare a wide variety of substantive written products and correspondence focused on the office(s) programs, to include investigative and operational reporting.
You will create and maintain manuals, procedures, statistical spreadsheets/databases, graphics, and/or other tools, as appropriate, to satisfy needs.
You will facilitate authorization to dispose of evidence from legal authorities, case agents, and leadership, as required.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to obtain and maintain a current valid United States driver’s license.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning and performing a variety of administrative and program management functions and providing or ensuring such services as case and records management, property management, budget-accounts tracking, timekeeping, transportation and employee travel.
GS-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: responsible for planning, obtaining, and performing a variety of administrative and program management functions. Services provided or ensured include, but are not limited to, research and analysis, communications, personnel, budget, accounting, procurement of administrative supplies and equipment, case and records management, property management, mail services, travel, timekeeping, transportation and property, and equipment maintenance.
