The primary purpose of this position is to serve as the technical advisor who is the Wing commander's authority and focal point for the prevention, identification, and removal of cyber threats and vulnerabilities to airborne weapon systems.

Duties

Serves as a senior defensive cyber operations expert and advisor to the Wing. Performs as a senior technical advisor to functional users. Maintains liaison with manufacturers, professional organizations, and counterparts at other installations and services regarding available tactics, techniques, and procedures and state-of-the-art technologies and advancements. Represents the weapon system at conferences and meetings and presents briefings

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes analyzing aviation and IT systems components to provide comprehensive assessments of operational risk and vulnerabilities for new and/or emerging cybersecurity threats. Performing statistical and evaluative methodologies of security, reliability, and utilization of systems and network cyber vulnerabilities in conducting through review of hardware and software to identify areas which represent a risk to aircraft operations to advise on mitigation of cyber vulnerabilities. Applying information technology and cybersecurity principles, methods, and practices to include troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and initiate corrective or preventative action to ensure optimum performance of the system. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of cyber security principles, concepts, practices, products, services and methods for evaluating risk and vulnerability, recommending and implementing mitigating improvements, and developing tactics, techniques, and procedures to guide the employment of cyber security toolsets. Knowledge of IT and avionics system functionality, E-3 missions and operations, network protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct defensive cyber operations for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of findings from previous cyber operations. Knowledge of network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry. Knowledge of a broad range of cybersecurity concepts and principles, operating modes, systems, media, equipment, equipment configuration, and+ related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications. Ability to communicate effectively, both orally and in writing. Ability to develop and conduct training on cybersecurity and defensive cyber operations. Work Environment: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Some employees may occasionally be exposed to uncomfortable conditions in such places as research and production facilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
