You will serve as a Contracting Officer's Representative (COR) in the Corporate Operations Department of NAVSURFWARCENDLD. This position is part of the Warfare Centers Personnel Demonstration Project. NT-03 is equivalent to GS-09/10. NT-04 is equivalent to GS-11/12. The Full Performance Level (NT-05) is salary capped at GS-13 Step 10 (currently $153,354). See "Additional Information" section.

Duties

You will provide guidance to managers, supervisors, peers, and sponsors on the contractual aspects that are required in order to achieve desired technical outcomes. You will provide oversight of contractor performance and contract execution to ensure technical and financial compliance with contract terms and conditions. You will provide contract status reports, maintain contractor performance documentation, and notify the Contracting officer of any performance issues and corrective actions. You will conduct invoice substantiation, monitor contract deliverables and submit an annual assessment in Contractor Performance Assessment Reporting System (CPARS). You will collaborate and participate in technical evaluation teams in the preparation of procurement packages, reviewing proposals and oral presentations, and preparing the corresponding contract documents. You will lead requirements meetings with the technical workforce to ensure that the technical mission is supporting by the appropriate contracts. You will coordinate with the Technical Department Acquisition Advocate (TDAA) on contracting strategy for follow on contracts, new requirements, Simplified Acquisition Procedures (SAPS), and other issues.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR THE NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a Contracting Officer's Representative (COR) evaluating or administering contracts for the acquisition or procurement of equipment, supplies, or services. Examples of specialized experience may include: ensuring contracts meet technical requirements; drafting contract documents; evaluating contract charges or costs; monitoring contract deliverables; ensuring contract documentation or status reflect changes made through the life-cycle of an acquisition; providing contracts-related guidance, advice, or status to managers or the supported technical workforce. FOR THE NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 (GS-05/08 equivalent) pay band in the Federal service or equivalent experience in the private or public sector evaluating or administering contracting, procurement, or financial management functions for an organization. Examples of specialized experience may include: working as part of a team to draft contracting documents; reviewing contractor invoices; ensuring contracting or procurement data is updated in relevant databases; providing contracts, procurement, or financial information to the supported technical workforce. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR THE NT-04
Successful completion of a Ph.D. or equivalent doctoral degree.
or
Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
or
Successful completion of an LL.M. degree that is related to the position being filled.
or
A combination of specialized experience and graduate education as described above that equates to one year of experience.

FOR THE NT-03:
Successful completion of a master's or equivalent graduate degree.
or
Successful completion of two full years of progressively higher-level graduate education leading to a master's degree.
or
Successful completion of an LL.B. or J.D. that is related to the position being filled.
or
A combination of specialized experience and graduate education as described above that equates to one year of experience.
