Duties

You will serve as a FINANCIAL MANAGEMENT ANALYST in the TRAVEL, COMPTROLLER, CNSL ACCOUNTING EAST, NAVAL BASE, NORFOLK, VA. You will provide financial statements, accounting reports, and other information of a factual nature reflecting the interrelationship between accounting, budgeting, and other management data. You will assist or perform on formulation of budget and estimates to support plans, programs, and activities. You will perform or advise on travel claims, approve travel vouchers in the Defense Travel System (DTS).

Requirements

• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.

• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Experience maintaining accounting records and assist in the performance of analysis and interpretation of financial statement/reports. Experience providing financial statements, accounting reports, and other information of a factual nature Experience assisting with the review and evaluation of budget request, control and reporting obligations and expenditures for ships/unit. Experience performing travel claims and approving travel vouchers. Experience advising on civilian labor issues, preparing civilian labor reports, and providing requested reports. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: 4-year course of study leading to a bachelor's degree

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
