You will serve as an Information Technology Specialist (Policy Planning) in the Digital Department Innovation and Culture Team of NAVAL AIR SYSTEMS COMMAND.

Duties

You will develop and execute a comprehensive digital adoption strategy with a specific focus on M365 and other key digital tools. You will collaborate with cross-functional teams to align digital initiatives with organizational goals and objectives. You will plan and implement change management strategies to drive successful adoption of digital tools. You will identify potential challenges and resistance to change and develop mitigation strategies. You will foster a culture of continuous learning and improvement and serve as a contact point for the agency.

  • This is a Cyberspace Workforce position, work role code (Tech Support Specialist), proficiency level (I). The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-05/11) or pay band (NH-02) in the federal service or equivalent experience in the private or public sector performing most or all of the following: (1) Supporting activities that focus on establishing a comprehensive digital Talent Development program across the enterprise and implementing communication and change management activities to promote a data savvy workforce at all levels of the Command; (2) Making digital resources understandable for users by incorporating the people and process aspect of technology-based projects; (3) Enabling the overall communications, change management, and identification of analytic and/or digital talent to include working with other internal and external agencies; (4) Garnering support for the assigned products/projects by meeting with customers and stakeholders, resource sponsors, and executive sponsors; and (5) Serving as a contact point for digital communications and digital organization adoption and supporting the development of analytic/digital expertise with appropriate groups, departments, and enterprise teams. Education

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
