About the Position: This position is located with the Joint Personal Property Shipping Office Northwest, located on Joint Base Lewis-McChord WA.
Duties
Computes excess cost for service members release from active duty who have shipments that are overweight or have excess distance.
Ensure bills received for payment are accurate and processed within required suspense date in accordance with the Prompt Payment Act
Audit invoices and supporting documents for evidence of fraud, excessive weights, and legality of weight tickets.
Provides advice and information to military personnel, DoD civilian personnel and their dependents regarding receipt of member's personal property.
Advise members or dependents regarding shipment of special items, the liability of the commercial carrier for loss and/or damage of these items, and advises member of excess costs involved in the shipment of such items.
Determines entitlements of military personnel, their dependents, and civilian employees in connection with domestic and international shipment, delivery, storage, diversion and reshipment of household goods, unaccompanied baggage.
Ensures overseas household goods are routed in accordance with the International Through Government Bills of Lading (ITGBL).
Review applications, orders and documents for completeness, accuracy, and legality of entitlements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to possess or obtain and maintain a Tier 1 (NACI) Investigation.
- This position may require the incumbent to travel (TDY) up to 10% of the time.
- This position requires a typing proficiency of at least 40 words per minute (WPM) based on a 5 minute sample with 3 or fewer errors.

To Qualify for the GS-04
General Experience: One year of general experience. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled, such as, performing clerical office support functions such as record keeping, administrative support; scheduling appointments, maintaining charts, files, or records; and utilization of personal computer and office automation software programs.

Education: Two years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. (NOTE: You must submit your transcript)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of by 60. Add the two percentages. (NOTE: You must submit your transcript)
To Qualify for the GS-05
Specialized Experience: One year of specialized experience which includes providing information of the shipment and receipt of personal property; tracking property shipments; and reviewing and processing correspondence, orders, and/or applications for property movement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04)
OR
Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. (NOTE: You must submit your transcript)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. (NOTE: You must submit your transcript)
To Qualify for the GS-06
Specialized Experience: One year of specialized experience which includes determining transportation entitlements; counseling property owners regarding inbound and outbound shipment authorizations for domestic and international shipment; and determines the most efficient and economical rates for shipment/storage of personal property ensuring that transportation rules, procedures, and regulations are complied with.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
OR
Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as a Transportation Management degree with courses such as Transportation Law, Distribution Management, Traffic Management and Cost analysis. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
Proficiency Required: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors.
