You will serve as a SUPERVISORY PROGRAM ANALYST in the PLANS AND PROGRAMS DIVISION (SP10) of STRATEGIC SYSTEMS PROGRAMS.

Duties

You will serve as principal team member for on-site inspections support at Department of Navy installations/facilities. You will prepare and present complex written documentation regarding arms control treaty compliance and to participate in high-visibility meetings at organizational levels. You will develop program management and analytical methods to analyze treaties and agreements as they apply to DON acquisition activities across concept and design, research, development, test, production and deployment phases. You will establish and maintain inter-agency and inter-departmental coordination for assigned treaties. You will develop, defend and oversee the execution of budgets to support assigned treaties. You will manage and provide analytical and technical expertise for treaties assigned.

• MSP/PPP applicants must currently hold the required security clearance.
• This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing program management principles, practices, and techniques to analyze treaties or agreements (e.g. arms control treaties, through concept and design, research, development, or systems modifications) aiming to meet organizational goals and needs. .
