You will serve as a CONSTRUCTION MANAGEMENT SPECIALIST in the NAVFAC Facilities Engineering and Acquisition Division (FEAD), Resident Officer in Charge of Construction (ROICC), or Officer in Charge of Construction office of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will define the scope of work to determine cost estimates. You will analyze project performance data to solve operational problems in support of program goals and objectives. You will enforce technical and administrative provisions related to the management of assigned construction contracts. You will develop reports which detail the status of a project. You will create written reports to update managers and stakeholders on the status of current projects. You will explain programs or policies to individuals or groups to enhance understanding of agency objectives.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States drivers license.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties:1) Applying construction management principles to support military construction initiatives; 2) Using construction methods and techniques to interpret contract documents for a wide variety of complex, major construction projects and systems for facilities and environmental projects; 3) Performing quality assurance surveillance to support construction operations; and 4) Interpreting current acquisition law and federal, agency and departmental acquisition regulations to support construction, facilities and environmental contracts.
