Provides financial management services to all personnel, programs, support missions, associates, tenants, and external customers for the installation.

Responsible for the human resources analysis services program for manpower and personnel actions, staffing, classification, employee management relations, compensation and performance management and personnel recognition for the organization.
Subject matter expert/advisor for financial management personnel development, succession planning and training programs.
Serves as resource advisor and performs all related financial management duties for the organization.
Oversees civilian appraisal programs related to the organization to include performance appraisals, and personnel improvement plans.
Oversees local and HHQ financial management intern-type programs for the organization.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH02, equivalent to the lower grade of GS-11 or equivalent in the Federal Services.
Specialized experience is described as: 2 years of human resource liaison experience, 2 years of general financial management experience (budget, accounting, quality assurance, pay services etc.) and solid communication skills - written and oral
Knowledge, Skills and Abilities
Ability to gather, assemble, and analyze data to prepare budget estimates, develop and determine alternatives, and make recommendations to resolve budget/funding problems.
Knowledge of organizational issues, program goals and objectives, work processes and operations with the ability to independently recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations while applying rules, regulations, and procedures.
Ability to plan, organize, and manage projects simultaneously and with limited management assistance and prioritize workload for efficiency and effectiveness.
Knowledge and understanding of complex federal human resource (HR) management functions and expertise in theories and techniques and basic relationships of the various HR disciplines.
Knowledge of financial analysis (budgeting and accounting), financial operations (military, civilian and travel pay), quality assurances and/or non-appropriated funds processes, policies, precedents, objectives, regulations, procedures, and guidelines.
Knowledge of database management systems, requirements analysis and data manipulation and extraction techniques for use in manpower and organizational analyses.
Ability to communicate effectively both orally and in writing; negotiate complex issues; provide training and maintain good working relationships.
Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy and diplomacy and moving them towards an ownership of their objective.
Ability to plan, organize and manage projects simultaneously and with limited management assistance and prioritize workload for efficiency and effectiveness.

Knowledge and skill in the methods of fact finding using effective methods to accurately assess information and the development of concrete action plans to solve problems.
Education
Basic Requirements for 0501:
- U.S. Citizenship
- Obtain and maintain Security clearance.
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
