The primary purpose of this position is to serve as a Financial Specialist within the organization analyzing, interpreting, and applying financial management procedures in a variety of complex situations.
Duties
Duty 1: Allocates and monitors financial resources in compliance with laws, regulations and policies, with sufficient transparency and appropriate internal controls.
Duty 2: Researches and analyzes information related to budget formulation and execution, financial analysis, governance, operations,
cost analysis, accounting, and program control.
Duty 3: Performs value-added financial analysis to make informed decisions that maximize resources and improve mission effectiveness.
Duty 4: Utilizes systems to extract data, identify & resolve system problems, and maintain data integrity.
Duty 5: Applies methods of analysis sufficient to ensure financial aspects of research and program forecasts, reports, plans, and strategies are consistent with goals and strategic initiatives.

- Must be able to obtain Level 2 Financial Management Certification IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

- Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position.
- This is an acquisition coded position. Selectee must complete required certification level 2 in Business-Financial Management within 24 months of assignment.

- This position may require travel.
- The duty location for this position can be either Arlington, VA, Edwards AFB, CA, Eglin AFB, FL, Kirtland AFB, NM, Rome, NY or Wright-Patterson AFB, OH. Telework options can be negotiated and implemented after entrance on duty.
- Edwards AFB, CA and Arlington, VA are located in a high cost of living area.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualifcation Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower broadband / grade level DO-01/GS-11, or equivalent in other pay systems. Specialized experience includes experience performing cost analysis, funds control, and/or financial management policy guidance.

COMPETENCIES: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Budget and Cost Analysis, Planning and Analysis, Oral and Written Communication, and Teamwork.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
