The primary purpose of this position is to Support enterprise and mission priorities at all levels. Serves as a recognized expert in decision support, cost estimating, and cost analysis projects.

Duties

DO-0501-03; FINANCIAL ANALYST Leads planning and programming and ensures the organization's program(s) within cost, schedule, and performance. Performs financial assessments to make determinations on the impact of a variety of resources, such as manpower, funding and facilities and provides financial management advisory services to organizational leaders. Leads work requiring the design, development, and adaptation of various program control methodologies and techniques. Guides financial managers as they work with customers to identify problems and develop strategies, while ensuring legal and regulatory compliance for effective resolutions customers. Coaches and mentors analysts in developing technical skills to create cost models and analytical frameworks supporting assigned projects, studies, or problems. Challenges, modifies/adapts inefficient methods/approaches to increase business efficiencies & effectiveness. Delivers conclusions and recommendations with creativity and ingenuity to support senior management decision making on the impacts of requirements definition and business acquisition plans based on sound research theory. Provides technical and cost guidance and advisory support to Comptroller and senior leadership. Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts that impact cost estimating studies.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants have or will have within 120 days of the closing date, at least one year (52 weeks) of specialized experience at the next lower grade DO-02/ GS-13, or equivalent in other pay systems. Examples of specialized experience includes experience in cost estimating, cost analysis, funds control, and/or financial management policy guidance. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the DO-02/ GS-13 level is required to meet the time-in-grade requirements for the DO-03/ GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge performing duties across a broad range of activities that require substantial depth of analysis and organizational problem solving skills. Able to work with customers to identify highly complex, sensitive, or controversial problems and develop strategies for effective resolution. Contributes to refinement of the business-related goals of the organization. Establishes successful working relationships with customers to address and resolve highly complex and/or controversial issues. Skills effectively seeking out and capitalizing on opportunities for the work unit to achieve significant results that support organizational goals. Is sought out for consultation and leadership roles. Guides the critical aspects of programmatic and business management efforts of individuals and/or teams with focus on accountability, quality, and effectiveness. Additional Conditions of Employment: The duty location for this position can be either Arlington, VA, Edwards AFB, CA, Eglin AFB, FL, Kirtland AFB, NM, Rome, NY or Wright-Patterson AFB, OH. You will receive credit for all qualifying experience, including volunteer experience.
