In this position, you will serve as the 412th CPTS technical lead for all direct, reimbursement, pay and non-pay budget operations. Provides financial decision support and performs a variety of financial management functions.

Determines adequacy of justification and adherence to regulations, guidance, and instructions for financial requirements and estimates submitted by subordinate organizations and customer.
Interprets and responds to budget calls and other requests for financial planning information.
Conducts recurring reviews and studies of financial plans and measures actual progress of obligated funds against established objectives.
Devises plans for the utilization of financial resources from multiple sources and various types of direct and reimbursable funding in the most flexible, adaptable, and effective manner to accomplish the organizational objectives and mission.
Prepares and presents recurring briefing information on organizational funding programs for presentations both internal and external to the organization.
Uses automated budgetary and accounting systems and computer-generated products in accomplishing budgeting assignments.
Conducts budget-related training for functional contacts and/or program managers in assigned organizations

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- Incumbent shall comply with the requirements of this certification program
- This position MAY be eligible for a recruitment/relocation incentive. Specifics will be discussed with the Selecting Official.
- Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here.
Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-13 in the Federal Service. Specialized experiences is financial management advisory service, financial services, budget operations, cost analysis, and resource management systems. Perform a variety of budget functions involving the formulation, execution and/or analysis of budget and economic/cost analysis studies for substantive programs and support activities.
Position specific skills and experience desired in a potential candidate:
- At least 1 year experience in federal government accounting and/or budget
- At least 1 year experience in financial management automated systems
- A least 1 year experience in the federal budget process
- Proficient use of Microsoft Office applications (Excel, Word, PowerPoint, Outlook, etc.)
Knowledge, Skills, and Abilities
1. Knowledge of commonly used budgetary methods, practices, processes, procedures, regulations, precedents, policies and other guidelines.
2. Knowledge of mission functions, goals, objectives, work processes and sources of funding pertinent to Air Force and installation programs/organizations/missions
3. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
4. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
5. Skill in formulating, justifying, and/or executing multi-year budgets for assigned organizations/programs.
6. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
7. Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks.
8. Skill in the application of analytical methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers), mathematical and statistical analyses, unit cost techniques, earned value, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding, unit cost and conduct economic and cost studies/analyses.
9. Ability to lead and/or manage subordinate organization's financial/budget analyst to establish and maintain effective working relationships.
