This position is part of the Warfare Centers Personnel Demonstration Project. The NG-4 pay band encompasses positions equivalent to GS-9 and GS-10; the NG-5 pay band encompasses positions equivalent to GS-11 and GS-12. You will serve as the Executive Assistant for the Commanding Officer and Chief of Staff of the Naval Surface Warfare Center Dahlgren Division.

Duties

You will develop, coordinate, disseminate, and evaluate Naval Surface Warfare Center Headquarters policies and procedures. You will give guidance related to strategies that affect Naval Surface Warfare Center Dahlgren Division and advise Combat Direction Systems Activity Dam Neck, field activities, detachments, and departments on issues involving Command decisions. You will plan, develop, coordinate, and support visits of influential civic and government leaders. You will plan and coordinate Board of Directors meetings and off-sites. You will design, develop and manage systems, processes and procedures necessary for tracking and documenting high-level activities for projects/programs and for the Commander and Chief of Staff. You will compose/review correspondence, memoranda and other materials on technical and non-technical matters for the signature of the Commander. You will type and review a variety of memoranda and reports for accuracy and content. You will determine the routing of correspondence to staff members, setting controls and deadlines. You will establish and maintain confidential files. You will provide high-level direction, guidance and mentoring to administrative personnel, program analysts and other personnel at Naval Surface Warfare Center Dahlgren Division. You will assist NSWC Dahlgren Site military personnel. You will, in the absence of the Commander, Technical Director, Deputy Technical Director, and Chief of Staff, ensure that the office functions and activities are not interrupted.

Requirements

Qualifications

TO QUALIFY FOR NG-5: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NG-4 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing or coordinating the clerical, administrative, or secretarial functions for an executive level office or manager. Examples of qualifying experience may include (1) developing or evaluating administrative policies and procedures; (2) organizing and ensuring the flow of clerical processes; (3) ensuring correspondence, requisitions, personnel action requests, and travel documents adhere to policy; (4) making extensive travel arrangements; (5) de-conflicting or optimizing appointment schedules to maximize time efficiency; (6) coordinating all arrangements for meetings or off-site conferences; (7) developing spreadsheets, charts, or graphs to support executive level requirements. TO QUALIFY FOR NG-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NG-3 pay band (GS-7 and GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing clerical, administrative, or secretarial support for an office or organization. Examples of qualifying experience may include (1) preparing correspondence and other documents; (2) coordinating meetings; (3) maintaining the status of action items; (4) scheduling appointments; (5) screening calls or visitors; (6) entering data into electronic systems or spreadsheets to support travel, timekeeping, or procurement. This position requires the ability to type at least 40 words per minute. Your response to the typing skill question on the Occupational Questionnaire will be used in your qualification determination. Education

TO QUALIFY FOR NG-4: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • A master's or equivalent graduate degree in a field of study directly related to the position; OR
  • Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in a field of study directly related to the position; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
