Duties
You will serve a Supervisory Financial Management Analyst in the Comptroller Department, Commander Naval Surface Force Atlantic (COMNAVSURFLANT).
You will formulate budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities and perform or advise on work in any of the phases or systems of budget administration.
You will review and evaluate budget requests, control, and reporting of obligations and expenditures.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
Requirements

- You will be required to obtain and maintain a current valid United States driver’s license.
- This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
*Experience performing internal control testing, correcting abnormal balances and deficiencies on financial statement line items, and developing new and enhanced financial management practices, processes (to include management internal reviews), and procedures.
*Experience performing compliant practices with the Department of the Navy (DON) FIAR plan and interpreting, assessing and projecting potential impact of new/revised Congressional legislation.
*Experience applying concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels.
*Experience analyzing national level programs, exceptionally large and complete programs, and developing, recommending and implement budgetary/financial policies.
