Duties

Supervises the administration of the Department of Defense's overseas entitlement and benefits , and Permanent Change in Station (PCS) programs in support of DFAS and Agency customers. Researches, analyzes and applies applicable local laws, DoD Joint Travel Regulation, Department of State Regulation, DoD and agency policies and procedures in administration of duties. Provides expert level guidance and advisory services to agency leaders and customers regarding complex PCS or overseas entitlement and programs administration. Ensures compliance with regulatory guidance and procedures in relation to overseas entitlements such as post allowance, living quarters allowance (LQA), post differential; rotation agreements, home leave, and compensation and return rights. Conducts quality control audits of overseas pay, employment and entitlements programs, performs data analysis to identify trends and gaps in consistent application of programs, and identifies areas for business process improvements . Represents DFAS and DFAS customers in inter-agency work groups designed to study the development or implementation of new regulation or policy. Performs the full range of supervisory responsibilities, directs assignment and review of work, identifies training needs, implements EEO and HR policies, evaluates employee performance, and carries out disciplinary actions.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as administering overseas employee entitlement and permanent change of station programs. Resume must illustrate examples of researching DoD and Department of State regulations and policies to administer Federal civilian overseas employment and entitlement programssuch as living quarters allowance (LQA), post allowance, overseas tour extensions, rotation agreements, return rights; AND advising on permanent change of station regulations, agency policy and customer entitlements; making determinations on eligibility for entitlements; and providing advisory services to senior level leadership, management and employees regarding overseas employment and PCS programs. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
