You will serve as a SUPV GENERAL BUSINESS & INDUSTRIAL SPECIALIST in the Production Division, Marinette Deputy Officer in Charge of SUPERVISOR OF SHIPBUILDING BATH. You will serve as the Deputy Program Manager's Representative (DPMPR) of a Surface Combatant Project Office.
Duties
You will determine and assign priorities for work within the detachment based on overall program requirements.
You will identify resources necessary to accomplish overall program objectives as well as prepare and justify plans to meet changes in workload.
You will establish requirements and conducts liaison as necessary to ensure that all components of the detachment have adequate manpower and budgets to accomplish the mission.
You will understand process management, continuous process improvement and the concepts of lean/six sigma.
You will manage detachment personnel and services for the SOSB Deputy Supervisor and provide overall planning and execution of management functions necessary to ensure meeting directorate, Command and Detachment objectives and goals.
You will ensure that Command goals are met with respect to the Equal Employment Opportunity Program (EEO), the Affirmative Action Plan and Diversity goals.
You will provide continuity of policy and action in the absence of the Officer in Charge (OIC.)
You will coordinate work operations with other directorates.
You will maintain continuous contact with shipbuilder and industry reps, other involved shipyards, systems integrators, ships' crews, and other contractor activities to exchange information regarding high level technical and management problems.
You will assist in establishing basic work organization to assign functions and responsibilities within the program project office and set performance standards and reviews work performance to ensure the standards are being met.
You will make decisions on work problems presented by subordinate supervisors and employees, evaluates supervisors and employees, and reviews evaluations made by supervisors on other employees.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: advising or providing guidance on shipbuilding operations or functions (e.g., earned value management (EVM) system, contractor surveillance, compliance or performance, cost and schedule control or analysis, cost allocation, or contract negotiations and awards) to support the management, execution and completion of shipbuilding projects.
