You will serve as a GENERAL BUSINESS & INDUSTRIAL SPECIALIST in the PRODUCTION DIVISION of SUPERVISOR OF SHIPBUILDING BATH.

Duties

You will coordinate, monitor and expedite the production efforts of the SUPSHIP office and supporting NAVSEA activities throughout the ship construction period focusing on events necessary to assure timely ship delivery. You will monitor the activities and problems confronting the shipbuilder and various SUPSHIP Bath departments by conducting regular conferences and establishing/maintaining a production reporting system. You will develop and provide timely production management reports, briefings and presentations to the Supervisor of Shipbuilding and other Government activities detailing the status of technical problems, industrial work, and cost/schedule issues. You will coach, facilitate, solve work problems, and participating in the work of the Project Office Team. You will identify and recommend technical changes required as feasible for the accomplishment on assigned ships. You will coordinate engineering review, technical approvals, cost reviews, and assists with contract negotiation of "in-process" changes. You will provide coordination/guidance/assistance to the ship's force relative to crew move aboard, ship load-out and other ship/crew integration activities. You will coordinate with ship's force and contractor, as necessary, to de-conflict crew activities and any ongoing contractor work. You will manage the correction of deficiencies identified during the construction, installation and test and trials period, through the post construction/delivery period and continuing through the start of the Post Shakedown Availability (PSA). You will establish and maintain effective communication and liaison with other process groups to expedite resolution and correction of obstacles to achieving ship delivery in accordance with contractual schedules. You will provide comprehensive analysis of FMM production improvement initiatives using earned value, progressing and deck-plate observation. You will participate in mock-INSURV, trial s, transits, dry-dockings and special events.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector, planning and managing ship construction, repair, or modernization availabilities to ensure the timely delivery of vessels.
