About the Position: Plans, directs and implements aprogram to develop an annual baseline for the allocation of National Security Engineering Center(NSEC) Federally Funded Research and Development Center (FFRDC) holistic systems engineering support for the Department of the Army, and all defense agencies (less the Air Force)
Duties
Conducts initial evaluation of new or revised functions assigned for analysis
Uses breadth of knowledge and foresight to assess direct or associated consequences of actions on the command or other federal agencies
Prepares briefings and provides orientations on the missions, functions, program scope and progress to personnel within and outside of CECOM
Collaborates with heads of other units to negotiate on, and/or coordinate work-related changes affecting other units
Responsible for the overall program management aspects of the NSEC FFRDC to include: evaluation, research, analysis, planning, development, management, budgeting, acquisition and implementation
Provides oversight, advice, analysis and guidance relating to compliance with policies, laws, and regulatory guidance on all matters pertaining to the NSEC FFRDC

SPECIALIZED EXPERIENCE:
One year of specialized experience equivalent to the NH-03/GS-13 grade or pay band the Federal service which includes 1) Leading personnel and providing guidance on matters and activities pertaining assigned programs/project management; and 2) Organizing work, setting priorities, and determining resource requirements, goals and strategies for assigned programs OR for the branch/team to execute; and 3) Contributing to the development of policies, procedures and actions governing the development, execution, and evaluation of assigned programs.
