About the Position: Working under the general supervision of the Chief, Military Pay Division, the employee is assigned responsibility on a continuing and long-range basis for the military pay operations of the command. Within the limits of policy guidance and instructions on special projects, critical problems, and overall guidance, the employee makes assignments by outlining the overall objectives,scope, and priority of work to supervised personnel.
Duties
Provides expert interpretation of existing law, directives, and regulations in response to complex and sometimes sensitive in nature telephone and/or correspondence inquiries from Army field commands, HQDA, and DoD staff level organizations.
Serves as key advisor and analyst on the financial systems policies and procedures required to operate the Army military pay systems in support of the Army’s Military Pay Transition Plan.
Maintains liaison with other systems which interface with operational military pay systems, both active and reserve, to ensure all requirements are identified and addressed promptly.
Directs, plans, and coordinates the activity of pay error resolution which includes management of several financial related programs, analysis of financial system processes and outputs and interfacing with a widely dispersed customer base.
Provides support on issues on matters pertaining to a variety of Military pay issues, systems and transition matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent subject to a One-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires a one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires you to possess or be able to obtain and maintain a Financial Management Level 2 certification within 24 months of employment.
- Must be able to obtain and maintain a Secret security clearance.

Specialized Experience: Specialized experience is defined as one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes work that involves: identifying long and short term staffing needs. Implementing ideas which will increase productivity, decrease errors, and improve support to provide accurate and timely pay. Working with legislative and legal agencies to resolve entitlement and payment issues.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
