This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Durham VA Health Care System (DURVAHCS), in Durham NC, within the Safety and Occupational Health Service. The incumbent's major efforts include serving as the Medical Center's Green Environmental Management System (GEMS) Coordinator.

Duties

Developing and implementing a GEMS program across Durham VA Hospital and catchment area and coordinating the efforts of staff involved with GEMS to ensure that the GEMS is developed and implemented in accordance with VHA policy and guidance Conducting internal gap analyses of GEMS. Issuing reports of gap analyses and tracks status of corrective and preventive actions. Review's implementation of GEMS policy and procedures and reports the status to the Safety & Occupational Health Manager. Discusses deficiencies and necessary remedial action with appropriate DURVAHCS staff, including top management. Planning, organizing, implementing, overseeing, and providing technical assistance for projects to resolve environmental problems. The GEMS Coordinator provides technical expertise for the design, modification, operation and maintenance of VA Medical Center facilities and infrastructure to ensure compliance with environmental regulations. Coordinates response to VA and external environmental audits, surveys, inspections, etc. Work Schedule: 7:45am-4:30pm Monday - Friday Position Description Title/PD#: Environmental Protection Specialist~ 069960 Physical Requirements: The work requires regular and recurring physical exertion such as prolonged standing, bending, and stooping to observe work operations and identify leaking containers in a treatment, storage, or disposal area.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: managing facility recycling, waste minimization and hazardous materials management programs; preparing and submitting environmental plans, permits, and reports; developing policies and procedures related to environmental requirements; interpreting OSHA requirements; performing on-site surveys and inspections; and tracking and responding to suspense actions items. (Resume(s) must clearly support the duties and experience required for this position. We will not make assumptions regarding experience.) OR Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
