Qualifications

NOTE:  You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as advising on air quality regulations and policies; and developing or making recommendations on outreach and engagement strategies for communities, tribes, or small businesses. Your answers to the online assessment will be used to evaluate your competencies in the following areas:  Knowledge of issues and policy considerations that impact communities, tribal nations, and small business owners and operators. Ability to represent the Agency in engagements with stakeholders and communities. Knowledge of the Clean Air Act and related environmental laws and regulations. Ability to advise on the development of policy and guidance concerning implementation of pollution control statutes and regulations. Skill in interpreting technical pollution control requirements for a diverse group of professionals and stakeholders. Ability to achieve consensus and build collaboration between multiple different organizational units. Ability to communicate technical and policy concepts to a diverse range of audiences. Skill in oral communication. Skill in written communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
