This position serves as the Communications Security (COMSEC) Custodian, responsible for managing classified keying material; orders, receives, and loads COMSEC keying material using the Key Management Infrastructure (KMI). Responsible for annual program reviews, equipment inventories, and the deployment of COMSEC material to field activities. The position is in the DoD Office of Inspector General, Mission Support component, Office of Security.

Duties

Responsible to maintain, update, and execute the duties of COMSEC Custodian. Advises senior leadership on actions associated with COMSEC technological advances. Conducts studies, analyses, and projects to develop methods, techniques and procedures for program development and implementation. Trains personnel handling COMSEC material and ensures adherence to COMSEC procedures.

Requirements

• Must be a U.S. Citizen.
• Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.
• Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).

• Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
• Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
• The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service, which demonstrates knowledge of the laws, and regulations which govern communications security; expertise in the management of communications security custodian duties, and experience in application of Key Management Infrastructure methods and practices. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement.
