About the Position: Serves as Executive Officer (XO) for the Directorate of Emergency Services (DES)., Aberdeen Proving Ground, MD (APG).
Duties
Serves as Executive Officer (XO) for the Directorate of Emergency Services (DES)., Aberdeen Proving Ground, MD.
Directs civilian police officers, security guards, security personnel, firefighters and support personnel in a 7 day/24 hour a day operation.
Reviews and evaluates all directorate staff elements for adherence to legal, regulatory, and agency policies, procedures, and guidelines.
Reviews and develops implementation plans for new or changed laws, policies and regulations affecting DES programs and missions.
Develops methods and procedures affecting overall operations of the DES and coordinates specific tasks with division chiefs and supervisors.
Establishes training programs within the directorate, to include initial entry training, sustainment training, and training on new policies and procedures.
Directs and/or conducts special studies involving problems identified by supported officials; recommends solutions, defends actions taken, and coordinates with operating officials and other agencies concerned.
Directly supervises the directorate Headquarters support staff and performs civilian personnel management responsibilities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has been designated "Mission Essential".
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes: 1) experience implementing directives, plans and regulations related to emergency services 2) experience analyzing long and short range emergency service programs. 3) experience in performing formal briefings to senior leaders on programs. 4) experience preparing correspondence for emergency services programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
