You will serve as a Foreign Military Sales Program Analyst in the PMS 326 of NAVSEA HQ FIELD SUPPORT.
Duties
You will assist in overseeing and administering assigned country program cases.
You will prepare Foreign Military Sales (FMS) case documentation, including coordination of case scope with customer representatives, USG Security Cooperation personnel, and the Navy International Program Office.
You will coordinate, gather, assemble and evaluate Price and Availability (P and A) data for use in preparing Letters of Offer and Acceptance (LOA= FMS case).
You will participate in the development and negotiation of working agreements.
You will serve as a primary point of contact and coordinator on all routine matters pertaining to assigned country program matters.
You will participate in drafting, reviewing, and formulation of schedules, milestones, work plans, and timed-phased management planes. This includes routine correspondence in support of these taskings.
You will ensure the maintenance and retention of case documents and files for audit trail and history purposes.
You will assist in the development of management oversight controls to review, evaluate, measure, and track the status of cases.
You will continuously review and analyze supporting activities' conformance with plans and schedules, and work with supporting managers' key personnel to resolve technical problems and programmatic, conflicts.
You will participate in program management and technical reviews with internal customers and US representatives, ensuring potential technical and programmatic deficiencies and problems are known to higher level management in advance.
You will participate in high level management meetings, studies and reviews; and develop briefings, issues papers, position papers, or other required documents.
You will present findings, conclusions, recommendation, alternatives, risks, etc., with regard to subject analyzed.
You will manage associated budgets of assigned FMS cases.
You will work in a collaborative environment with financial, logistics and contracting representatives for the execution of assigned FMS cases.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level/pay band NH-02 (GS-11) in the federal service or equivalent experience in the private or public sector performing programmatic management of defense programs, ideally in Foreign Military Sales (FMS) analysis of case documentation, price and availability, or development of oversight controls to ensure effective FMS case management.
