About the Position: The Labor and Management Relations (LMR) Specialist serves as the principal command representative responsible for the overall compliance and support of the command's employee and labor/management relations programs.
Duties
Serves as a member of management negotiating teams, advises and assists managers/supervisors on matters related to collective bargaining units, and promotes the labor relations program.
Serves as a member of management negotiating team, meeting with installation negotiating teams to establish ground rules for negotiations.
Develops and writing management proposals and counter proposals, and- exchanging initial proposals with the bargaining units.
Serves as staff advisor and consultant on a diverse spectrum of employee relations and labor relations functions in the Civilian Personnel Advisory Center (DHA COE).
Performs quality review of disciplinary and conduct actions, negotiated settlement agreements, grievances, bargaining unit agreements, etc.
Provides recurring training to supervisors on rights and responsibilities related to bargaining units and negotiated agreements.
Adjudicates personnel suitability determinations.
Oversees the conduct of screening and background checks (CNACI) for civilian employees and military personnel who have regular contact with children.
Oversees the Program Review Board (PRB) program for the command.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.

Specialized Experience: One year of specialized experience which includes applying the full range of Human Resources Management advisory and technical services specific to Labor Management Employee Relations (LMER), supporting specialist and leadership by advising and providing guidance on complex or unprecedented issues; researching, interpreting and analyzing laws, regulations and policies; performing complex studies, data analysis and/or special projects; and providing high level written and oral communications for agency-wide policies and procedures to commands and/or leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
