The position serves in a full staff capacity as the Administrative Officer for Dental, Audiology and Emergency Department for the Amarillo VA Health Care System, under the supervision of the Chief of Staff. The incumbent performs all administrative functions to include administration, human resource and personnel management, budget and finance, office support services, document control, logistics and a variety of administrative related matters.

Duties

The Administrative Officer has overall management responsibility and administrative authority for all administrative aspects of respective care lines and will work to facilitate the delivery of the health care services with Dental, Audiology, and the Emergency Department to accomplish a full spectrum of analytical, coordinating, and evaluative duties. The incumbent performs duties that directly contribute to the administrative management of a health system. In addition, the incumbent provides full staff assistance on administrative matters affecting patient care and organizational policy. The incumbent serves as full assistance to the Chief of Dental, Chief of Audiology and Emergency Department Chief. As such, the incumbent is responsible for all administrative operations for Dental, Audiology and Emergency Medicine programs and will represent the Service Chiefs when so delegated. Ensures implementation of annual performance goals set by the Chief of Staff by coordinating the medical administration needs of the Service. Provides formularized planning direction for Dental, Audiology and Emergency Department. Responsible for managing daily clinical operations and healthcare administration. Manages the overall administrative program, which includes interpreting administrative policies, assisting with developing and implementing local policies, defining administrative requirements, and providing advice to Executive Leadership on related issues. Advises the Chiefs of Dental, Audiology and Emergency Medical Department on VA policies and procedures regarding these Services. Serves as the primary point of contact for program directors on all administrative inquiries. Assists program directors on formulation of program specific policies, procedures, and goals. Responsible for writing executive summaries, coordinating, and assisting with responses to all controlled correspondence, congressional complaints, and patient complaints assigned to Dental, Audiology and Emergency Medical Department by working with the Provider, Service, patients, and Patient Advocates to ensure timely resolution. Assists with administering programs related to equal opportunity, merit promotion, labor management relations, employee relations, and position management. Administers space and equipment requests. Incumbent serves as a key figure and works with the manpower utilization program assuring recruitment and retention within approved ceilings are maintained. Serves as advisor to Dental Service Chief, Audiology Service Chief and Emergency Medical Department Medical Officer on Joint Commission (JC) standards. Maintains compliance through plan preparation, guidance, and consultation in preparation for JC surveys, to include review and updating of policies, conducting performance improvement monitoring and evaluation of outcomes, data collection for analysis and presentation, preparation of clinical pathways, and other requirements. Coordinates the internal gathering of data to track Physician Pay for Performance goals and ensure that all Providers in Dental, Audiology and Emergency Department are meeting performance standards, completing mandatory annual training, and completing workload in a timely manner. Data is provided to the assigned Service Chiefs for Dental, Audiology and Emergency Department, respectively. The Administrative Officer is the budget and finance coordinator for all services and programs aligned under Dental, Audiology and Emergency Department. Assists Service Chiefs with drafting requests for projects and requests for budget increases. Advises the Chief and Section Supervisors on budgetary and financial issues. Ensures no delinquent obligations occur. Monitors execution and makes end-of-year projections at least monthly and ensures the overall budget and individual fund control points do not exceed authorized limits by making necessary adjustments in execution or by reallocating resources. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of management principles, health services administration, skill in applying analytical and evaluative techniques, and knowledge administrative regulations, policies, practices, and procedures. Ability to evaluate data and information and create recommendations to assist the Service Lines regarding mission, values, goals, and staffing levels and the ability to continuously evaluate resources needed to accomplish program goals. Skill in communicating, both orally and in writing, to develop and present proposals, recommendations, status reports, policies, memorandums, etc. Knowledge of the VA, VHA, VISN and Medical Centers policies, regulations, directives, handbooks, and procedures as they relate to AVAHCS, Dental, Audiology and Emergency Department. Knowledge of federal personnel policies, regulations, and practices with respect to hiring, orientation, employee rights, leave regulations, employee counseling, EEO process, writing positions descriptions, standards, documenting employee appraisals, and preparation of organizational charts. Knowledge of regulations, requirements and procedures associated with various budget, accounting and/or financial processing functions. Knowledge of VHA performance measures, customer satisfaction, and data management. Knowledge of problem-solving and conflict resolution to address personnel issues. Knowledge of software to include but not limited to CPRS, VISTA, SharePoint, Microsoft Office (Outlook, Word, Excel, Access, and PowerPoint), VETPRO, Fed Traveler, TMS, VAFSC Online Certification System OLCS, and Fee Basis Claim System (FBCS). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
