Incumbent is the Administrative Officer (AO) for Geriatrics at the Amarillo VAHCS & responsible for the following throughout the AVAHCS: Home Based Primary Care Contract Nursing Home Hospice Palliative Care VDC State Veterans Home Professional activities remain within product line structure & are aligned under Chief of GEC. Individuals are accountable to all members of the AVAHCS management. AO is instrumental in developing of Geriatric program in adult daycare & respite program.

Duties

Duties include, but are not limited to: Program Administration Managing the day-to-day operations, administration & short- & long-range strategic planning for the complex services provided within Geriatrics Managing the overall administrative program, which includes interpreting administrative policies, developing & implementing local policies, defining administrative requirements & providing advice to Executive Leadership on related issues Advising the Chief of GEC, Program Directors & Geriatrics nurse manager on VA policies/procedures regarding GEC Serving as advisor to the Chief, Geriatrics on Joint Commission (JC) standards and Commission of Rehabilitation Facilities (CARF) standards for rehabilitation services Maintaining CARF compliance through plan preparation, guidance & consultation in preparation for JC & CARF surveys, to include reviewing & updating of policies, conducting performance improvement monitoring & evaluating outcomes, data analysis & presentation, preparation of clinical pathways & other requirements Collecting data, analyzing & preparing data necessary for assuring that product line meets clinical & managerial performance standards nationally & at local level Serving as the primary point of contact for program directors on all non-clerical questions Assisting program directors on formulation of program specific policies, procedures & goals Writing executive summaries & coordinating & responding to all controlled correspondence, congressional complaints & patient complaints assigned to the Geriatrics Developing & implementing policies/procedures in accordance with the needs of Geriatrics by aligning them with the needs of the AVAHCS Supervision & Management of Employees Developing performance standards, writing position descriptions, conducting performance appraisals, recommending performance awards & assisting in recruiting & hiring of non-clinical employees Collecting necessary information for the completion of physician's performance reports Working with clinical and administrative staff including IRM, Fiscal, Engineering, HRMS, Geriatrics Medical Director, Nursing, MAS, Unions, Office of IT, Business Office, SW, Ambulatory/ Primary Care & others to refine Service & program performance standards/management goals Coordinating with HR on all matters affecting employee personnel actions, including the recruitment of clinical & non-clinical personnel Serving as the EEO Coordinator for the Service, ensuring that EEO policies/programs are supported fairly & uniformly administered within the Service Resource & Financial Management Overseeing execution & administration of contracts within the product line COR Providing accurate statistics, cost-analyses, workload analyses & monitoring are required for maintaining contracts & justifying renewals Preparing business plan & coordinating Geriatrics reports as needed Functioning as the funds control point official & final approving authority of fund obligations as designee for the Chief Providing global resource updates to the Chief and higher management Developing monthly and quarterly cost ceilings while maintaining running control of funds and contracts, as appropriate, to ensure that accounts are within authorized levels Distributing appropriate quarterly allocations to Chief & Section Supervisors. Ensuring they are operating within their authorized budgets Responsible for compliance with quarterly purchase card audits Surveying space requirements & requests for changes within Geriatrics Coordinating all construction projects in Geriatrics Serving as administrative point of contact &/or project manager Quality Improvement Projects Coordinating quality improvement projects for Geriatrics. Including QM activities as well as ensuring that the quality assurance data is collected, compiled & reviewed. Coordinating with QI Clinicians. Coordinating preparation for all internal & external reviews Home & Community Based Care programs are surveyed under The JC, OIG, the Long-Term Care Institute and internal VA surveyors. Includes completing pre-survey questionnaires, updating/revising policy/procedure manuals & assuring that patient & Geriatrics records are maintained appropriately Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification & performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 and for a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing plans of action and advising top management and the Chief of GEC on administrative requirements for a large, complex organization; interpreting administrative policies, developing and implementing local policies, defining administrative requirements; ability to identify problem areas based on daily observance, studies, or review of data and knowledge of basic qualitative and quantitative techniques, as well as process improvement techniques, is needed to analyze and the effectiveness, efficiency and productivity of various programs; functioning as the funds control point official as the final approving authority of funds obligations as designee for the Chief; contracting officer's representative (COR) for any contracts within the service. Providing accurate statistics, workload analyses and monitoring required for maintaining contracts and justifying renewals. Responsible for researching and interpreting management responsibilities in relation to the negotiated contract and effectively analyzing existing systems to identify and make recommendations for improvement. Collecting and analyzing data, extracting, summarizing, and identifying significant trends and issues. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as the principal advisor to the Chief, GEC on all administrative management matters associated with the GEC programs and administrative operations; exercising significant responsibilities in dealing with officials of other units or organizations or in advising management officials of higher rank; analyzing and evaluating the efficiency and effectiveness of the multiple program operations of GEC Service, assessing the effectiveness of services provided to the patients served; collaborating with other service leaders to analyze and prepare budget reports, annual reports and other submissions. Managing and trends trends budget, personnel and space issues which are ultimately used to present a total resource picture to the Chief of Staff and other facility leaders. Keeping abreast of the overall status of financial resources and preparing timely recommendations in reaction to changing situations; ensuring contract approvals and funding obligations are obtained. Working with Contractors and preparing statements of work and maintaining all contracting records for the Service. Reviewing all contract proposals and agreements to ensure accurate budgetary, personnel and administrative arrangements. Providing advice to Service staff on contracting and procurement policies and issues and functioning as top advisor to the Chief, GEC; providing budget management and guidance for major programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
