The Administrative Officer to the Associate Chief of Staff for Behavioral Health (ACOS BH) is essential to the operation of the department and serves as the deputy for administrative operations for the Behavioral Health Service Line (BHSL). The incumbent possesses management authority to evaluate, oversee and delegate responsibilities according to strategic priorities for the Behavioral Health Leadership Team (BHLT).

The Administrative Officer to the Associate Chief of Staff for Behavioral Health (ACOS BH) has significant impact on the entire facility, not just the service level, as the BHSL coverage spans across several service lines. The incumbent is responsible for the administrative management activities of the BHSL and works collaboratively with the ACOS-BH in planning, organizing, coordinating, evaluating, reviewing, and improving behavioral health care and treatment of Veterans for all catchment areas. This requires an understanding of the critical balance between the administrative and clinical functions in the healthcare delivery system, and the ability to coordinate and control programs and resources to achieve this balance.
The incumbent must have awareness for all the discipline-specific issues related to recruitment, hiring, training and management of these professionals. The BH staff recognize the incumbent as a subject matter expert knowledgeable in behavioral health care principles and practices related to the management of health care delivery system and operations for all the sub-specialty professionals cited above, and for management of clinical business operations in multiple programs and settings throughout the organization.
The incumbent is responsible for providing the ACOS-BH, BHLT and management staff in the BHSL with a wide variety of reports, resultant analysis and interpretation. The incumbent is the primary source statistical analysis, quality assessment, performance improvement, clinic utilization and efficiency, personnel actions, Human Resource recruitments, consults, interdisciplinary issues, utilization management, risk management and medical center investigations for BHLT, program managers and supervisors.
The Administrative Officer to the Associate Chief of Staff for Behavioral Health (ACOS BH) plans work to be accomplished by subordinates, sets and adjust short-term priorities and assigns work to subordinates based on ongoing or changing priorities and employee skills. Incumbent evaluates work performance of subordinates, gives advice, counsel or instruction to employees on both work and administrative matters. Incumbent interviews candidates for positions and possesses the authority to make hiring, promotion and reassignment selections.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with a wide variety of computer software, data management packages, databases, and common off the shelf computer software packages such as Microsoft Office. Experience with analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Knowledge of the major issues, program goals and objectives, work processes, budgeting and administrative operations of the organization. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (TRANSCRIPT REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelors degree. (TRANSCRIPT REQUIRED)
Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience and skill performing analytical and evaluation methods and techniques to study efficiency and effectiveness of program operations carried out by administrative or professional personnel. Experience in identifying and addressing major issues in a service or department ensuring program requirements which include policy, procedure, and mandates. Experience gathering and analyzing facts, drawing conclusions, providing recommendations /solutions and implementing improvement processes using various tools and to conduct analytical studies. Experience addressing complex issues and devise recommendations that will result in not only service line/department related improvements. Knowledge of trends and propose and/or approve initiatives within the area of expertise. Proficient in applying advance planning, organizational and management principles and practices to plan design and conduct professional studies in such areas as personal management, budget, acquisition, program development, system analysis and redesign and presentation of capacity utilization, and efficiency of the health care system operation. OR,

To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (TRANSCRIPT REQUIRED). Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
