About the Position: This position is located at the United States Army Special Operations Command (USASOC) in Fort Liberty, North Carolina.
Duties
Analyzes a wide variety of work force data to provide recommendations for improving the Human Resources management program.
Collect, analyze, and interpret data from a variety of Human Resources products and processes
Provides extensive knowledge of laws, rules, regulations, policies, practices, and procedures governing civilian personnel management programs.
Provides extensive knowledge in Human Capital Strategic Planning.
Advises management on controversial or sensitive, complex and difficult Human Resources-related issues.
Identifies technical discrepancies in CHR functional areas identifying the need for training, interventions, and strategies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A secret clearance will be required.
- TDY may be occasionally.
- A two year probation may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience GS-09: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes assisting with advisory services on complex matters pertaining to recruitment, position management and classification, performance management procedures, employee entitlement and awards procedures, training and similar types of human resource functions.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS-11: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes assisting with gathering information on Civilian Human Resources Programs and Policies for programs such as employee relations, classification and benefit. Collecting information from the supervisor and employee about the duties being performed in a position sufficient to render a classification decision.
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience GS-12:S One year of specialized experience This definition of specialized experience which includes demonstrated experience in Civilian Human Resources processes; experience collecting, analyze and interpret data from a variety of Human Resources products; Understanding and applying principles, procedures, requirements, regulations, and policies as related to Civilian Human Resources; use functional expertise to the development of data reports and process workflows. This typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
