The incumbent serves as an Agricultural Marketing Specialist (Regulatory) in the Enforcement Branch and, as such, plays a critical role in providing administrative enforcement and litigation support to the Office of the General Counsel (OGC) and Packers and Stockyards Division (PSD) regional office personnel.
Duties
The duties may include, but are not limited to:
Review investigative files submitted by the Competition Branch or the regional office, recommend appropriate enforcement action and oversee the process until final resolution.
Assist the Enforcement Branch Chief and the Chief Legal Officer in reviewing national policies, procedures, and plans.
Support management information technologies internal business system and the Packers and Stockyards Automated System (PAS).
Provide advice and counsel to regional staff regarding new policies or decisions affecting trade practice, financial, and competition investigations carried out at the regional level.
Review investigative reports submitted by regional supervisors to ascertain whether the reports contain sufficient evidence to support violations of the Act.
Communicates and performs liaison activities with various debt collection specialists, subject persons and companies, and, at times, counsel.
Work collaboratively with the attorney or attorneys leading the administrative, civil, or criminal enforcement.
Responsible for supporting the Branch Chief and Packers and Stockyards Division management in its oversight responsibilities.
Oversee the operation, maintenance, and development of PSD databases, such as the Packers and Stockyards Automation System.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, and specialized experience, or education as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Participating in legal or regulatory enforcement investigations, rulemaking activities, or legislative or regulatory policy development or implementation.
- Applying knowledge of unfair or deceptive business practices, antitrust or anticompetitive activities, commodities, or financial markets or institutions.
- Demonstrating ability to prioritize independently when one or more projects, cases, or investigations are assigned simultaneously.
- Experience reviewing documents, researching and writing technical reports and regulations, and providing recommendations regarding policies and standards.
- The ability to use personal computers to create spreadsheets, graphs, charts, perform word processing functions, database management and querying technology.
Note: There is no education substitution for this grade level.
