This position serves as a senior advisor for the The Promotion, Research and Planning Division and is responsible for the management of the full range of Division activities. This includes Promotion Programs, Milk Donation Reimbursement Program (MDRP), strategic planning, and responses to Freedom of Information Act (FOIA) requests. The selectee is also responsible for management of the MDRP, to reduce food waste and provide nutrition assistance to low-income groups.
Duties
The duties may include, but are not limited to:
Collaborates with high-level Division, Agency and Department officials in formulating operational procedures and internal control policies.
Independently handles assignments in overseeing the implementation of Promotion Programs and MDRP procedures to ensure full compliance with all applicable statutes, orders, policies, and guidelines.
Leads the MDRP to facilitate nationwide donations of Grade A fluid milk products to provide nutrition assistance to individuals in low-income groups and to reduce food waste.
Communicates, on a national level, with industry stakeholders and other interested parties on the MDRP program and increases awareness and participation in MDRP.
Serves as the nutrition and marketing policy expert for all promotion and research program staff.
Reviews and approves for technical accuracy and conformity with policies and standards all informal and formal rulemaking dockets, selection orders, correspondence, and compliance reviews.
Coordinates projects with the Division and other Dairy Program divisions and staffs.
Performs oversight of expenses, billings and collections of reimbursable fees, implementation costs, and Division travel budgets.
Leads the development of Standard Operating Procedures for use by the Division, Promotion Programs and MDRP on how to handle and conduct management reviews, audits and compliance cases.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience in oversight of budgets, contracts, FOIA, communication materials regarding dairy industry conformance with regulations/ USDA policies.
Experience in administration of multiple complex Federal policy programs.
Skill in developing policies, regulations and procedures to interpret statues and implement programs.
Experience in executing Agency-wide initiatives involving strategic planning, outreach, and diversity. Skilled in communicating complex information with internal and external stakeholders.
Skill in developing criteria for conducting periodic reviews/audits and conducts accordingly.
Note: There is no education substitution for this grade level.
