The Market Development Division Hemp Branch administers the Domestic Hemp Production Program (DHPP) to regulate hemp production in the U.S. This includes policy interpretation, licensing enforcement and approval for hemp production plans produced by States and Tribal Nations. The Branch is responsible for issuing and renewing licenses to individuals desiring to produce hemp directly under the Program because a State or Tribal Nation plan does not cover where the individual intends to grow hemp.

Duties

The duties may include, but are not limited to: Advising and providing guidance to the Branch regarding its oversight and compliance with statutory, regulatory and federal policies and guidelines Directs and assists in the training and development of new Branch employees and in developing cross-training for more experienced employees Monitoring staffing levels and making recommendations to MDD leadership on recruiting and hiring priorities Initiating disciplinary action, when warranted, and effect minor disciplinary actions for assigned employees Reviewing and approving employee time and attendance requests to ensure compliance with all regulations and policies

Requirements

  • Successful completion of one-year probationary period, unless previously served.
  • Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience in supervisory and leadership techniques and understanding of human resource management strategies, policies and procedures in order to plan, organize, and manage resources and subordinates in accordance with Agency and Departmental regulations. Experience in overseeing the administration of a program to ensure compliance with statutory and regulatory requirements, federal policies and guidelines. Experience leading and participating in special projects and collaborative efforts toward development of solutions to complex program issues and program development challenges. Experience representing the organization to internal partners, external industry contacts and the public to explain, justify and anticipate potential impacts of policy decisions. Experience in the development and/or review of rulemaking documents, such as work plans, proposed or final rules. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
