This position is in the Agricultural Marketing Service (AMS), Commodity Procurement Program (CPP) and serves as the Director of the Nutrition Specification Management Division, responsible for leading CPP's nutrition advisory activities and ensuring USDA Foods vendor competition through new or changing product specifications.
Worksite Information: This is a 100% remote position that must be located within Kansas City, MO or Washington, DC.
Duties
The duties may include, but are not limited to:
Responsible for formulating and developing, on a national basis, operational policy and program recommendations, program plans and operations, internal agency instructions.
Responsible for directing product lifecycle management to include developing and implementing reproducible processes.
Facilitates and oversees market research, including product evaluations, and develops and implements data-driven short- and long-term strategic projects.
Cultivates and maintains effective relationships with Federal and nongovernmental partners, vendors and industry associations, and trade groups.
Employs and/or modifies commercial best practice to modernize USDA commodity procurement practices.
Participates in overall management planning sessions, considering program direction, the feasibility of program changes and expansion, and information policies and practices.
Initiates, formulates, and directs the development of pilot programs to test new ideas, processes, or legislative mandates.
Develops performance standards for Division supervisor and employees, evaluates work performance on an ongoing basis.
Evaluates the performance of subordinate supervisor within the Division and gives advice, counsel, or instruction to assigned employees and supervisor on work or administrative matters.
Requirements
- You must be a US Citizen or US National.

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Demonstrated experience establishing and implementing an organizational vision;
Coordinating with and briefing executive level staff to make recommendations and implement solutions;
Providing strategic leadership; overall planning, directing, coordinating long range plans and daily operations;
Demonstrated interpersonal and communication skills and developing and delivering oral and written communications to a diversity of both general and technical audiences; AND
Leading a team or project to include gaining cooperation from others to obtain information and accomplish goals.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
