The primary purpose of this position is to provide timely and effective support to the AFRC Chief Information Officer; serve as an Information Technology Program Manager Subject Matter Expert; provide program management oversight; perform command-level staff action duties; participate in or lead command-level meetings, conferences, analyses, and special projects.
Duties
Serves as command-level CIO IT program manager subject matter expert (SME).
Performs command-level staff action officer duties: reviews, analyzes, coordinates, comments on. and prepares comprehensive command-level documentation and correspondence.
Acts as a special projects officer for and provides management solutions to assigned special IT related studies, analysis, or projects.
Represents the AFRC CIO at various levels within the command, Air Force, other government agencies, and commercial organizations.
Reviews directives.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210.
Basic Requirements
This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one year of specialized experience equivalent to the GS-11 grade level which include IT network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements; knowledge of the organization's network architecture, topology, and protocols sufficient to plan, design, develop, and integrate network systems consistent with existing or planned network infrastructures; IT security principles, methods, regulations, policies, products, and services sufficient to develop specifications to ensure compliance with security requirements at the LAN level.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of a wide range of communications concepts, principles, and practices to accomplish work processes through the use of telecommunications devices, methods, services and facilities. Work encompasses complex and uncommon interfaces and policies and practices; sources of technical data to evaluate new devices, proposals, and approaches; and a good understanding of contracting procedures and legal requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Knowledge of the mission, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
2. Knowledge of the policies, practices, regulations, and laws concerning the acquisition lifecycle management process and initiatives.
3. Comprehensive knowledge of program and project management theory and practice. Must know Air Force and DOD policies and directives concerning C&I systems acquisition and operation.
4. Knowledge of government policies, directives, and other regulatory material concerning IT procurement, management, and utilization to ensure full and proper utilization within AFRC.
5. Ability to establish program objectives and assess progress toward their achievement.
6. Knowledge to significantly improve management processes, including how to select and manage IT resources.
7. Ability to evaluate directives and plans and integrate projected changes in mission, technology, requirements, and resources into workable objectives.
8. Knowledge of the Air Force Financial Plan and POM processes.
9. Skill in oral and written communications to discuss and defend positions, prepare staff studies for high-level review, and condense extremely technical input into layman's terms without altering basic content.

12. Knowledge of DOD and Air Force security and information assurance regulations, practices, and procedures.
13. Knowledge of Air Force safety and security regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
