Duties

As a Lead Grants Evaluation Specialist, you will: Serve as principal advisor to the OGE Director in developing national grants evaluation policies, standards, procedures and guidelines to be used by Program and Area Offices (AO), Indian tribes, tribally-designated housing entities (TDHE), participating Indian tribes, and others involved in the implementation of all applicable programs. Make decisions and recommendations with minimal consultation from the OGE Director. Provide technical guidance in the interpretation and implementation of grants evaluation policies and procedures of applicable programs to Native American tribes, TDHEs, and Program and Area Office Grant Evaluation personnel. Conduct analytical studies of complex issues related to Native American housing in order to evaluate the effectiveness of current national policies and procedures in meeting ONAP objectives. Analyze problems and make recommendations for more effective monitoring of Native American housing and community development grant programs.

Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-14, specialized experience is one year of experience at the GS-13 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: - Leading or guiding a team of employees and monitoring their progress towards achieving program goals and objectives relating to the development and maintenance of policies and procedures for monitoring and evaluating grant recipient performance and compliance with the rules and regulations relating to affordable housing programs; AND - Performing review and analysis of statutes, regulations, policies, programs, standards, procedures, and guidelines relating to monitoring and evaluating performance in grant programs relating to affordable housing, spotting issues and challenges and making recommendations to resolve the issues or overcome the challenges; AND - Performing analysis, evaluating, recommending, and implementing solutions to affordable housing grant policy and program issues to ensure performance goals and regulatory requirements are met by developing policies, programs, standards, procedures, and guidelines relating to monitoring and evaluating grant recipient performance and compliance with the rules and regulations relating to affordable housing programs. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
