This position is assigned to the Non-Appropriated Fund (NAF) Fitness, Sports, and Deployed Support Branch; Fleet Readiness; Commander, Navy Installations Command (CNIC); HQ - Washington Navy Yard, Washington DC. The incumbent provides policy/program development and financial management expertise including resource planning and development for the Navy's Fleet Readiness programs to ensure a high quality, flexible, support program of human services for active duty military and their families.

Duties

Program Management duties include but are not limited to: Serves as program manager and subject matter expert for the spectrum of Navy Fitness program/policy development and guidance. Directs, implements, coordinates and/or oversees all management programs impacting Navy Fitness (N921A). Develops strategies, policy coordination, and applied execution/administration of Navy Fitness programs. Establishes goals and objectives for the effective administration, resource development and execution of the (N921A) Navy Fitness programs. Develops, analyzes, and evaluates policies, regulations, objectives or goals for assigned programs; recommends and/or takes actions to achieve organizational objectives. Recommends future program objectives and improvements. Provides authoritative advice, guidance, and support to management, staff, and component elements. Analyzes and evaluates, on a quantitative/qualitative basis, the effectiveness of program operations in meeting established goals and objectives. Prepares advertising materials to keep Navy and Fitness personnel abreast of program results, new program ideas and trends, and new equipment and supplies. Maintains quality and operational oversight of the Navy Fitness website, social media pages, and other applications. Performs budget, financial, and resource analysis. Identifies deficiencies and recommends requirements for inclusion in the programming process. Participates in the development, implementation, maintenance, review and evaluation of long and short-range resource and program plans. Develops and implements in depth program specific training continuum, to include but not limited to Navy Fitness Program Standards and Fitness Director Training Ensures completion of annual Department of Defense (DoD) Morale, Welfare and Recreation (MWR) Fitness Standards to include routing/approval of all necessary program and facility waivers. Conducts all procurement and contracting for Headquarters Navy Fitness Program to include product review, price comparison and purchasing. Authors numerous persuasive and concise proposals, staff summaries, briefs and other documents used for tracking/monitoring situations, assessing need and verifying results. Researches and reviews statistical data, reports, charts, and financial statements for presentation to higher authority. Prepares information, position papers, briefing statements, verbal reports and other correspondence to present to higher authority including Congress and other agencies. Executes and implements special projects in response to short-fused operational tasking. Partners and coordinates with Office of the Secretary of Defense, Department of the Navy (DON) and other CNIC HQ departments to ensure maximum program effeteness in order to meet the current operational tempo. Supervisory duties include but are not limited to: Performs direct supervisory functions for Navy Fitness staff of Program Analysts, Program Managers, and support staff. This constitutes two (2) NF-0030-04 Fitness Specialists, two (2) NF-0301-04/GS-11 Program Coordinators, one (1) Program Analyst NF-0343-04, and one (1) Registered Dietitian NF-0630-04. Directs work to be accomplished by staff. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Conducts annual performance reviews of staff. Participates in branch staffing decisions. Ensures staff receives proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. Qualifications

Knowledge of techniques to mentor, motivate and coach subordinate employees and skill in leadership practices to develop a headquarters staff into a cohesive team committed to quality programs for customers in the field. Knowledge of the goals, principles and techniques in the administration, management and financial practices of N921A program operations in military and private sector settings. Skill in applying a wide range of qualitative and quantitative measures and indicators for the assessment, restructuring and improvement of complex operations. Ability to independently plan, develop, prioritize and manage continuing projects, operations and programs. Knowledge of program policies and regulations covering areas of applicable administrative and operational policies and procedures. Ability to interpret complex instructions, directives, and correspondence and apply them to specific situations. Ability to negotiate with diverse groups such as patrons, corporate executives, vendors, employees, command officials and higher authority. Skill in demonstrating the practical application of consumer-oriented principles of effective customer service. Knowledge of NAF and appropriated fund (APF) financial management to include budgeting, cost and profitability analysis, internal controls, inventory management, procurement, and facility management. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Knowledge and skill in marketing and current/cutting edge communication and social media methods. Knowledge of procurement and contracting regulations, requirements, processes, and trends. Knowledge of CNIC's EEO policy and procedures. Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch. Ability to develop and effectively deliver presentations and/or training. Ability to perform the full-range of supervisory duties. Ability to communicate effectively both orally and in writing.
