Duties
The position of Deputy Assistant Director, in conjunction with the Assistant Director, serves as the principal assistant to the Director in planning and executing the management operations of the Bureau. The Management functions include the Bureau management policy and control activities, the integrated accounting and financial management systems and the revenue accounting systems, the contracting and procurement programs and the facilities and supply management programs.

This is a non-bargaining unit position.
Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.
- Demonstrate broad management experience in planning, developing, administering and directing an organization; AND
- Effectively communicates management and policy issues to top-level officials; AND
- Demonstrates applied knowledge of financial management principles and cost-benefit analysis; AND
- Demonstrates applied knowledge of contracting and procurement requirements and procedures.
Executive Core Qualifications (ECQs) - Mandatory (Current members of the career SES, former career SES members with reinstatement eligibility, and OPM/QRB certified candidates need not address the ECQs). You are required to submit information describing your experience in each of the five ECQs. The narratives should be clear, concise, and illustrate your overall record (professional and volunteer experience, education and training, accomplishments, awards and potential) in these ECQs. Technical Qualifications (TQs) - Mandatory - Please attach written responses, limited to one typewritten page per TQ.
Demonstrated broad management experience in planning, developing, administering, and directing an organization, including overall responsibility for short- and long-range program planning, allocation of human and material resources, development of operational guidelines and policies, implementation of technology solutions, and creation of new methods and procedures to solve complex management problems.
Effectively communicates management and policy issues to audiences such as the organization head, top-level officials inside and outside of the organization, and displays extensive knowledge of OMB, GSA, GAO, and OPM Laws, regulations, and operations in high-level communications.
Demonstrates applied knowledge of financial management principles and cost-benefit analysis. Monitors expenditures in support of programs and policies. Supports the implementation, maintenance, modification, tracking, and reporting activities related to automated financial and accounting systems. Understands the audit process and the policies associated with it.
Demonstrates applied knowledge of contracting and procurement requirements and procedures. This includes experience and/or familiarity with contract negotiations, contract administration, competitive sourcing, strategic sourcing, and performance-based contracting.
Education
4 Year college degree is recommended but not required.
