Duties
This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Renewable Energy Programs. This announcement will be used to fill one vacancy which may be located in either Washington, D.C. OR Sterling, Virginia.
At the full performance level GS-14,the major duties of this position include, but are not limited to the following:
1) Coordinating all aspects of the preparation, review and publication of environmental compliance documents, such as National Environmental Policy Act (NEPA) environmental impact statements (EISs) and environmental assessments (EAs); and Coastal Zone Management Act (CZMA) consistency determinations and certificates.
2) In the case of contracted environmental compliance documents, preparing statement of works, reviewing/tracking the project's progress, serving as a Contracting Officer Representative, and serving on Technical Evaluation Proposal Evaluation Committees.
3) Leading multidisciplinary teams of bureau scientists in the preparation and review of EISs, EAs, and other environmental compliance documents as well as input into planning and leasing activities.
4) Arranging and conducting public scoping meetings, public hearings, and information meetings.
5) Serving as OREP's Environmental Lead for one or more Atlantic States through all phases of renewable energy development.
6) Developing procedures and guidance for other OREP NEPA coordinators.
7) Providing guidance, instructions and critical review for EBRE's subject matter experts.
8) Representing BOEM at professional meetings, Intergovernmental Task Forces and committees involving Federal, State, or private agencies and individuals where expertise of subject matter is required.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-13, Step 1: $117,962.00 - GS-13, Step 10: $153,354.00 per annum.
GS-14, Step 1: $139,395.00 - GS-14, Step 10: $181,216.00 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements: To qualify for this position you must meet the specialized experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Coordinating the preparation of Environmental Assessments and/or Environmental Impact Statements under NEPA; and
2) Coordinating with and reviewing the work of environmental subject matter experts or an interdisciplinary team; and
3) Analyzing environmental impacts from infrastructure projects, energy development, or marine activities.
MUST MEET ALL.
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service.
