As a Project Manager, you will be responsible for overall project management of projects which comprise complex initiatives. Overseeing the project management of the complex building and/or leasing projects from project identification, through initiation, planning, execution and closeout stages.Location of position: Public Building Services, Office of Design and Construction, Washington DC.

Duties
Project Planning - Leads the development of project plans including methodology, resource requirements, timelines, priorities and budget impact. Directs and performs budget planning. Establishes evaluation criteria and measurements to assess projects. Prepares timelines for project completion, implementing a system for review, control, and reporting on project status. Determines project risk and assesses project activities and resources to mitigate risk.
Relationship Management - Customer - Negotiates and coordinates project plans, budget objectives and schedules with customer agencies to establish and/or manage customer expectations. Stakeholders - Works with stakeholders and key leadership in various Federal agencies, State and local governments, non-profits, community organizations, special interest groups, and environmentalists. GSA Relationships - Leads and facilitates the efforts and expertise of a wide range of disciplines. Serves as a mentor for team members and others
Contract Management- Directs the acquisition and management of large numbers and types of contracts supporting all aspects of leasing and/or Federal construction projects. Monitors progress and evaluates performance against contract requirements. Prepares or assists the Contracting Officer and/or the COR in the preparation of statements of work, determinations, findings and solicitation documents. In conjunction with the Contracting Officer and/or the COR, directs the preparation and issuance of necessary modifications and may serve as lead negotiator for assigned projects.
Business Transaction Management -Negotiates the business transaction with customer agencies including utilization rates and financial obligations; develops complex,accurate requests for funding and tracks financial obligations and expenses throughout the planning, execution and close-out of projects.

The GS-12 salary range starts at $99,200 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.
Specialized experience is utilizing project management practices and tools to simultaneously manage multiple construction and/orrepair and alteration projects in a real estate environment.
This experience must include:● Managing projects (balancing scope/quality, schedule and budget) requiring the services of multiple disciplines (i.e., construction, design, IT,telecommunications, interior furnishings, etc.) from project initiation phase through financial closeout;● Interpreting customer needs and developing them into actionable requirements;● Developing, managing, and balancing project plans, budgets, and schedules;● Coordinating and facilitating decisions by managing multiple stakeholders; 6 Last updated 04/11● Applying procurement knowledge and experience to manage contracts supporting assigned projects; and● Negotiating sound real estate business transactions
