NT-03: $61,933 - $97,925
Duties
You will assist or provide guidance to managers, supervisors, peers, and sponsors on the contractual aspects that are required in order to achieve desired technical outcomes and provides oversight of contractor performance and contract execution.
You will assist or provide contract status reports, maintain contractor performance documentation and notify the Contracting Officer of performance issues and corrective actions, conduct invoice substantiation, and monitor contract deliverables.
You will collaborate and participate in technical evaluation teams in the preparation of procurement packages, reviewing proposal and oral presentations, and preparing the corresponding contract documents.
You will lead requirements meetings with the technical workforce to ensure that the technical mission is supported by the appropriate contracts.
You will coordinate with leadership on contracting strategy for follow on contracts, new requirements, SAP's, and more.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
For the NT-04:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NT-03 (GS-9/10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: executing contracts by providing guidance, oversight, or collaboration to ensure technical and financial compliance, proper documentation, or effective contract management for the support of a technical mission or government contracts.
For the NT-03:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NT-02 (GS-5-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: executing contracts by assisting in providing guidance, oversight, or collaboration to ensure technical and financial compliance, proper documentation, or effective contract management for the support of a technical mission or government contracts.

Education
The following education may be substituted in lieu of specialized experience for the NT-04:
A Ph.D. or equivalent doctoral degree.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
An LL.M. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
The following education may be substituted in lieu of specialized experience for the NT-03:
A master's or equivalent graduate degree.
OR
Two full years of progressively higher level graduate education leading to such a degree.
OR
LL.B. or J.D. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
