You will serve as a PROGRAM ANALYST in the Corporate Operations Directorate of AEGIS BMD (Ballistic Missile Defense) in Dahlgren, VA. .

Duties

You will serve as the Total Force Manpower Manager of Aegis Ballistic Missile Defense (BMD) manpower management, You will provide expert advice and support to senior leadership for the AEGIS BMD contract portfolio, advising on the optimum utilization of manpower for programs and operations in support of the AEGIS BMD mission, You will prepare detailed analyses and evaluation of AEGIS BMD manpower requirements, preparing reports and briefs for senior leadership on findings and recommendations, You will serve as the Corporate Operations Directorate representative for AB, providing direct support and liaison between program managers, functional leads, and senior leadership on a wide variety of manpower initiatives, You will provide oversight of AB manpower planning, requirements determination and execution, identifying and resolving problems and issues, and providing guidance and direction on manpower programming, execution and utilization, You will develop manpower growth forecasts and make recommendations on manpower, personnel an organizational changes within BMD, You will convert strategic goals into programs or policies, participating in seminars, meetings, and workshops representing the program and the agency, You will resolve conflicts among schedules, funding and resources, critical issues related to manpower, and coordinate and implement major initiatives throughout Aegis BMD, serving as a technical authority on a variety of program matters, You will participate in high level meetings as a authoritative representative of top management, providing substantive written presentations and reports to high officials, military and civilian, to gain understanding and cooperation of leadership, You will manage response to data calls, queries, and other assignments, reviewing resulting requirements, formulating responses, and directing implementation, You will develop and establish operating policies and procedures for special projects in using NAVSEA and MDA goals and objectives, You will address policies for all internal administrative and management areas, including personnel, budget, and reporting and organizational support, You will devise methods for securing necessary information to enable or execute various phases of the effort, conducting surveys, on-site investigations and discussions with operating officials, You will prioritize Aegis BMD efforts to ensure emphasis is applied to proper aspects of workforce management and programs goals and objectives, You will provide review and planning support for Aegis BMD process review and improvements, management analysis business operations, manpower analysis, and organizational efficiency studies, You will provide authoritative advice and counsel to top management to ensure both short and long-range objectives are met, providing technical, analytical and administrative guidance as necessary to accomplish Aegis BMD goals and objectives.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-03 (GS-13 equivalency) grade level in the Federal service or equivalent experience in the private or public sector analyzing and advising on the development and implementation of short and long-range objectives to accomplish program goals (e.g., manpower planning, program improvement initiatives, workforce management).
