This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for advising the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Ballistic Missile Defense System (BMDS).
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated June 23, 2023.
As a Program Analyst at the NH-0343-4 some of your typical work assignments may include:
Advises the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Ballistic Missile Defense System (BMDS). Ensures that BMDS program/project requirements are properly identified, budgeted, and acquired in accordance with Agency and DoD acquisition regulations and policies. Assesses, manages, and eliminates risk related to program cost, schedule, and performance.
Manages and oversees a wide variety of functions that provide support to beads of program elements, and other agency functions. Develops and adjusts workload priorities, policies, and processes in the area of response to taskers and other executive communication, manpower, budgeting and resource accountability, and other special projects and programs.
Research, coordinate, plan and brief actions in support of the MDA's objectives, goals and vision. Researches, analyzes, and participates in drafting and reviewing comprehensive reports to Congress, and prepares, reviews, and documents draft testimony and responses to Congressional or external inquiries. Serves as expert planner, analyst, and advisor to agency management on program cost analysis, annual/multi-year and long-range fiscal/program planning, and/or commercial issues for key agency programs. Compares actual program developments against approved plans and baselines to identify potential and actual problems. Executes baseline remedial and preventive actions, and reports findings and recommendations to leadership.

Qualifications
You may qualify at the NH-04 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
Experience with developing strategies and recommending courses of action to maintain cost and schedule requirements; OR
Experience with conducting and developing management reviews, decision, and information briefings related to policy, planning and assessments; OR
Experience with researching, analyzing, and participating in drafting and reviewing comprehensive reports and prepare, review, and document draft testimony and responses to external inquiries.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
