Duties
You will develop and implement strategic plans that outline the steps and initiatives necessary to achieve the established goals.
You will create roadmaps, action plans, and performance metrics, working at a high level to align NAVWAR's overall business objectives with its long-term vision.
You will oversee and formulates high-level organizational strategies and conducts thorough market analysis, identifying business opportunities, advising top executives, and ensuring alignment of corporate goals.
You will engage with NAVWAR leadership, on strategic priorities, opportunities, gaps, and interdependencies.
You will link resources to strategy; plan and communicate emerging strategic issues and trends, evaluate them in context of U.S. Government plans, and make recommendations for improvements.
You will plan and complete assessments of NAVWAR's performance and progress towards mission and enterprise strategic objectives and determine how well NAVWAR is postured for future environments.
You will coordinate across component organizations (including Headquarters, Echelon Ill, affiliated Program Executive Offices (PEO), DRPMs, and other internal individuals/organizations.
You will plan and prepare briefings, reports, and presentations to NAVWAR leadership that meets specified requirements and provide expert analysis and recommendations that ensure NAVWAR's strategic plans and programs align with strategic objectives.
You will serve as an advisor to NAVWAR 8.0 for the purpose of providing staff support in response to emergent requirements of COMNAVWAR and the Deputy Commander.
You will serve as the primary advisor to NAVWAR 8.0, design, plan, and facilitate All Hands events (coordinate with PAO), meetings for senior leaders and others to perform required team-based tasks for assessment, planning and execution.
You will managing the professional development of personnel performing any 8.4 functions (as primary and/or secondary competencies), as well as develop succession plans as 8.4 personnel retire and/or leave for other opportunities.
You will develop and implement strategies to promote diversity and inclusion, foster a more equitable workplace, conduct training programs, and ensure accessibility for all employees.
You will help develop, promote, and coordinate the distribution and data analysis of Command Climate Surveys.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: The ability to apply leadership and management techniques in order to process complex problems and processes; and the ability to apply qualitative and quantitative methods to assess and improve plans and programs for conducting major operations. Knowledge of a wide range of qualitative and quantitative methods for assessment and improvement of critical plans and programs for participating in or conducting strategy initiatives for joint strategic planning decisions. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the future operating environments and military capabilities.
