Incumbent serves as a financial operations analyst in the Office of Administration (OA), Office of the Chief Financial Officer (OCFO), Financial Systems, Policy, and Admin Division, in the Executive Office of the President (EOP). The incumbent performs a variety of reporting, management controls, and administrative functions. Incumbent is the focal point for monitoring and evaluating the integrity of financial and administrative programs and operations within the EOP.
Duties
As a Financial Operations Analyst, GS-0501-14, your typical work assignments may include the following:
Serves as a technical expert and economic consultant to the Chief, Financial Systems, Policy, and Administration.
Advises and assists senior EOP officials in all aspects of financial reporting.
Provides assistance in developing implementation plans to administer new or revised systems, policies, and processes.
Manages the Federal Managers Financial Integrity Act (FMFIA) report to provide the EOP components with the technical assistance necessary for each component to certify to the President on the status of management controls.
Examines financial records and management controls to determine the degree of efficiency, economy, and effectiveness with which EOP activities discharge financial and management responsibilities, while also determining records have been maintained in accordance with applicable regulations.
Meets with division managers to gain understanding of the overall business processes of individual OCFO units; assists in the development of appropriate documentation concerning specific and/or overall processes; identifies key controls in business systems.
Assists with annual financial audit, including physical observation of capital assets and accountable assets to ensure proper recording and depreciation of capital assets.
Coordinates with the Office of General Counsel to review and update Delegations of Authority directives.
Maintains copies of delegations in accordance with directives, and provides guidance to EOP components on Delegation of Authority.

Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
You may qualify at the GS-14 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector which includes: 1. Providing authoritative advice and guidance to senior level staff regarding the identification, examination and analysis of complex financial data; 2. Leading and applying principles of financial management and accounting policies in a variety of financial and/or accounting environments; 3. Planning, implementing, and/or overseeing efforts to achieve organizational goals as they pertain to audit readiness/remediation; 4. Communicating complex technical concepts to non-technical customers; and 5. Prioritizing tasks and managing competing and changing priorities with successful outcomes.
Desired but not required: Certified Public Accountant, Certified Internal Auditor, Certified Fraud Examiner, Certified Government Financial Manager
