NT-05: $101,121 - $184,725 (capped at $156,323)
Duties
The primary responsibility of this position will be to support the mission of NSWC PHD through planning, negotiating, awarding, and administering contracts.
You will perform contracting work involving the process of acquiring goods and services for the Government from commercial or noncommercial sources in accordance with applicable laws and regulations.
You will be responsible for the procurement of supplies, services, construction, or research and development using formal advertising or negotiation procedures.
You will be responsible for evaluating contract price proposals.
You will be responsible for the administration, termination and close outs of contracts.
You will follow pre-award and post-award procedures to plan and conduct the contracting process from the description of the requirements through contract delivery.
You will follow procurement policies and procedures to plan, analyze or evaluate procurement programs, review proposed contractual actions for conformance with requirements and procurement practices.
You will use negotiation techniques to meet and reach agreement through discussion with a proposed contractor on the price and performance terms, and to reflect these items in procurement documentation.
You will oversee and ensure compliance with the terms of contracts during the post-award phase.
You will determine the reasonableness of claims and negotiate resolutions.
You will resolve disputes and other problem concerning obligations.
You will negotiate contract modifications.
You will use cost and price analysis techniques to evaluate proposals, contract changes, repricing actions and final contract pricing.
You will obtain review data from auditors and technical specialists.
You will perform all associated duties in accordance with established policies and procedures.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

For the NT-05 pay band: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Federal contracting specialist providing advice or guidance for pre-award and post-award contract operations and performing cost analysis and cost realism in accordance with Federal acquisition laws, regulations, and procedures.
For the NT-04 pay band: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Contract Specialist as a professional Federal contracting specialist performing cost analysis and cost realism and analyzing contracting issues to identify and recommend solutions impacting contract operations in accordance with Federal acquisition laws, regulations, and procedures.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
Education may be used to substitute experience at the NT-04 pay band level only:
- Successful completion of 3 full academic years of progressively higher-level graduate or
- Successful completion of a Ph.D. or equivalent doctoral degree
