You will serve as a SUPERVISORY ADMINISTRATIVE/PROFESSIONAL in the NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to GS-14 through GS-15. This position has a control point equivalent to the GS-14 step 10 level.

Duties

You will serve as the Program Manager for all acquisition business processes and business process initiatives for Acquisition. You will provide advice and assistance to Acquisition and Subordinate Commands (if applicable) pertaining to acquisition issues, problems, challenges, policies, and procedures. You will manage the implementation of the Command's Strategic Business Operations Plan pertaining to Acquisition processes, people, and overall community management. You will serve as Acquisition's point of contact for execution of centrally managed Procurement Management Assessment Program (PMAP), assist visits, Small Business Surveillance Reviews, and Inspector General (IG) reviews.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 to GS-14 or NT-3 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing strategic community management for the department to include involvement in the management of staffing and budgeting, developmental position recruitment/selection, workload and workforce shaping, succession planning, other recruitment and selections, and overseeing and managing data collection requirements; 2) Establishing and overseeing standard corporate business processes and practices for the department's area of responsibility, developing and continuously implementing process improvement and innovative acquisition techniques, and performing general contract support; 3) Overseeing, analyzing, and making recommendations on departmental budget and personnel resource issues; 4) Assisting the Acquisition Director/CCO and/or the Deputy for Small Business and Legal Counsel in resolving inquiries and protests relating to the Small Business and Labor Relations laws. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000.

Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.

Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
