The selectee for this position will serve as the Acquisition Policy Analyst for the Naval Facilities Engineering Command within the NAVAL FACILITIES INSTITUTE at one of the locations above.

Duties

You will provide policy and corporate acquisition research and analysis relative to contracting business processes, acquisition regulations, and audit reports. You will draft and review contracting policies, procedures and methods for implementation by NAVFAC. You will maintain NAVFAC contracting policy archives and is responsible for maintaining and publishing the NAVFAC Procedures, Guidance and Information (NPGI). You will directly support the Performance Management and Audit Program (PMAP) team seeking guidance by performing policy research and providing clarification, interpretation, and advice regarding the application of policy and regulations. You will communicate and, at times, debate with all levels of the organization, both within and beyond NAVFAC, to influence the evolution, institutionalization, and sustainment of improved business practices and policy. You will consult with various contracting offices on problems related to the acquisition functions and contract development. You will participate in working groups to plan, develop, and implement new acquisition business systems, practices, processes, guidance, policies, and procedures in areas of strategic importance to NAVFAC. You will serve as primary communication (oral and written) link between NAVFAC Headquarters Contracting Division and Echelon III/IV commands and the contracting workforce. You will manage electronic tools used to store and disseminate information, such as the NAVFAC Contracting Online newsletter, mass emails, and NAVFAC Contracting portal.

Requirements

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1 Analyzing and evaluating procurement documents to ensure compliance with established acquisition regulations; (2 Participating and/or leading a team activities that have direct influence on acquisition/procurement policy decisions and business practices; (3 Working with others to reach concrete, practical, and satisfactory solutions, resolutions, or consensus on controversial or difficult procurement issues; (4 Providing advice, training, guidance, and interpretation to a team on procurement regulations, policies, and procedures; and (5 Preparing formal briefs on contract business process issues for upper management. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
